    CSS text-shadow doesn't work in IE. Not sure what to tell you about the scrolling. It works in IE9, but in compatibility mode, it doesn't.

    Best practice is to design no more than 960px wide. To answer your question, the scroll bars are included in the total width of the browser window, AFAIK
