    You can use the <!doctype html> in any browser. It just tells the browser which set of specs to go by. What you can't do is use HTML5 tags in IE9 unless you use a script like the HTML5Shiv.

    There is a demand for them. A few actually have TV commercials clearly targetted toward small business owners who either don't want to or don't have the money to hire someone to do it. The demand comes from the DIY crowd. You won't find it among people who consider themselves web designers.

    So, I put the code you posted in a jsfiddle. Unless I'm missing something, that menu looks fine. If it looks right in the JSFiddle, but wrong on your site, something else is overwritting your rules. It probably comes after the styles you posted.

    To do things right, you'd necessarily have to learn CSS and HTML at the same time. In fact, by learning CSS, you'd have to accidentally learn HTML. Once you have those 2 down, however you go about it, add JS in.
