    I would use Joomla with the Allvideos plugin. Then use something like K2 or Flexicontent to handle the user uploading and voting aspect. Quite a big project!

    If it's a fairly well established site you should add 301 redirects from the main areas/pages of the old site to corresponding areas of the new site. This will help prevent a fall in search engine ranking.

    Templates are fine, there are only so many ways to design a website after all :) But if you are professionally web designing then you will need to make modifications to any templates, which can be harder than designing the thing from scratch.

    newbie - creating a website

    Given that you want a blog, I would also suggest Wordpress as the simplest way to get going. That said, it will take you dozens of hours to get it working, and you could get it set up professionally for around $300 so it does depend somewhat on how much you value your time.
