Perhaps find a way to do charitable work for your local college, tech institute or university and in return start making contacts with like-minded people who also have some technical background?

You need to go out of your comfort zone (the internet) and you'll find the quality of prospects will be much greater.

I already asked questions. No one, "out of the internet zone", I know, has such knowledge. They just are standard users of internet / websites.

Try asking for the 'charity' name and registration number.

Ha ha ha bureaucracy (officialdom) is really the last thing I have free time for. If a private person is not allowed to do a good deed, no good deed will be done. Simple. At least I will have more free time for my other activities. If someone believes in some organizations with the number, full of corruptions, wasting of money, etc., support such things instead of a concrete project. If someone wants to give his/her work, do it. If not, don't do it. Simple. That's volunteering about.
