Good Web Design Software

I work in a small law office and need to design a small (8-10 pages), sleek website which is mainly focused on content. Is there any decent, cheap (or free) and easy-to-use web design software that anyone can recommend? The firm has been using Trellix since the stone age and are wary of spending money. Thanks in advance for your help.

depending on what version of microsoft office your firm owns, you should have microsoft frontpage at your disposal. other than that i don't know of any cheap or free WYSIWYG editors.

personally, i use macromedia dreamweaver, which is now an adobe product, so prices have skyrocketed.

Be aware that Frontpage generates all but valid HTML. It's designed to make websites that'll work for Internet Explorer. Lately, a lot of people use Firefox or Safari or Opera, you'd want them to see your website too.
