Drupal vs Custom

Is drupal hard to learn for a custom web designer? I'm used to doing all my coding from scratch, and I've been asked to do a Drupal site, due to it's database features.

If you are reasonable confident with PHP, HTML and CSS then learning Drupal won't be a huge challenge.

I agree that joomla should be better than drupal but for me I guess both have great documentation, and a great open source community..
