My answer would be YES.

I've seen blogs and webpages which has no incoming links yet, they have a good position on google and have page rank of 3.

I agree, quality content is the king to improve the PR of a website. Having quality content can also drive lot of traffic to the website.

Yes, that is possible. PR isn't solely based on links. Onpage factors are also being considered in pagerank.
