You don't, vBulletin has never had a "Close Account" for members to use.
That probably won't happen either. No forum owner or moderator will delete an account and remove all the posts made by a member, unless the posts are spam or post count padding/junk.
Removing your posts may turn otherwise useful threads into disjointed rubbish and going through your posting history to remove what wouldn't, is simply too much and time-consuming work.
The general rule is: When you have had enough, you just don't bother coming back, ever!
It's a bit like stopping smoking the easy way.
Don't actually try to stop, just put off having your next one until later.
