is your css file in a different folder from your pages or images? typically the css is in its own folder called css so your href should read something like
href="css/2col_leftNav.css", css/ being the directory where the file is located.

The link to the html file is broken, so it's a bit difficult to unpick, but the most obvious thing to note is there is no background image url spcified in the css file. Only attachment and repeat selectors.
