Even if there are templates, you still have to know a lot about HTML, CSS and database technique to get a web shop like that up and running smoothly.

How much does it cost to build a site like this?

Manually built: I'd say some 7000 US dollars, and that would be a starting price. However, I have seen ads of companies that specialize in implementing and customizing one particular web shop CMS. If OS Commerce, which I assume is a web shop system, has its own forum, I would look there. Or ask the makers for names of companies like that.
