A web designer is someone who designs the graphics and layout of a website (basically a graphic designer). A webmaster is someone who manages the graphics, coding, and content of a website.

What is the term for someone who just manages code (HTML, CSS, etc.)? Web coder?

It sounds like you already answered your question, a webmaster would manage the code of a website. The only other one you did not mention is a web developer but that term is usually reserved for programming.

I would say a web developer deals with web applications, backend php, e-commerce checkout facility and all that. Possibly someone who just deals with code.

A web designer designs and builds basic front end stuff (html, css, layout etc) and designs the graphics and look of a site (usually). Although layouts requiring no coding would also be done by a graphic designer, like you said.
