What next?

Reading tutorials and such is fine and dandy, but it doesn't make me feel like I am getting closer to being a web designer.

How do you learn web design? Should I be creating mockups and coding sites for imaginary companies as I go? ...Or maybe something else?

To put this in context, so far I've learned html and css, and read all sorts of random articles about web design.
