Static Vs Dynamic

Hi guys! This has been probably discussed a lot of times but I still can't full understand the difference between static and dynamic website. I understand that in static website, you can update the website by going back to/editing the codes in, for example, dreamweaver. While dynamic users/clients can update throughout their own like wordpress website.

So, if I get this right. If a client ask a web designer to make a static website should I only use HTML and CSS? and if he asked for a dynamic website should I use HTML, CSS and PHP or other? What is I use XTHML will that make the site dynamic also or still static?

I've found if the client is asking for a 'static' website then they want the cheap option but if they ask for 'dynamic' then they are more focused on what they are actually getting than the price.

Identify their need and make a decision. For example if they said they want static then ask them "do you want to be able to make changes yourself". If they ask for dynamic then ask them what kind of dynamic features or content they want.

Leroy30 has a good answer

But just few points :
generally
*Dynamic = use Database informations and generally it is very simple with a good cms
it is you or our customer who modify the site ex generally a shop is created and mofidied with a cms
*Static = you don't use a database BUT
You can have blog, animations, movies in Youtube, Facebook fan page, social network links.
For these elements, it can take time to set up them : you need to choose a good tool or a cms.
In simple tool, I prefer in that case Webplusx5 to Dreamweaver for a small site : IT IS ONLY MY CHOICE
