Is it at all possible to use a ~480 x 400 px image and edit it or anything so that it will be acceptable as a main image on a home page fitting the size of 960 x 400 ?

Right, so you just need a high resolution image to start with, yes?

yes.
hi-res can always be downsized.
lo-res can never be upsized.
a pixel is a pixel is a pixel.

lo-res can be upsized if for example it was a photo that you wanted to blur and maybe add a little noise to as a textured background, in which case you could use it, as a sufficient gaussian blur would hide the pixellation after resizing. But for that image, no.

Well, technically dave, you are correct. :) Maybe i shouldnt have said “always“
The majority of situations tho, it is not advisable.
