Question on Color picking resources

I am new at web design.

I use the html-color-codes.net to choose my web design colors. But, that site only provides colors in small patches.

Are there websites that provide larger screen glimpses of colors, or suggestions for complementary colors?

I am finding it is very tricky to just eyeball color combos. Any suggestions or resources are much appreciated.

Other designers: Please enlighten me. What methods do you use for picking colors? How do you test the colors do ensure that differing monitors will view them favorably?
