Sorry if this is a repost, I'm new here. I'm new to web design and I'm trying to put together a "latest news" element that can be populated by a form, for my main page, but I have no idea what this would be called in order to search for it in order to research how to create it.

That's a CMS which will allow you to do what you want. If you wanted to create it yourself you'd have to get into php and mysql...
