It's like a Website, But It's Not....

Howdy everyone!

I could use some advice :confused:

I would like to make a "website style" database.

I do genealogy research as a hobby and I would like to create a database that functions EXACTLY like a website. I think it would be a lot more useful to have an interactive interface with buttons, links to documents and families, etc.

I realize that I could just get a Domain name and not have to worry about it, but being a broke college student I always look for the cheapest way possible!

I guess my question is

Is it possible to create the coding for a website in an .HTML file (manually or through an application like dreamweaver), have all the linked content saved on my computer, and VIEW the "website" on a .HTML viewing program, WITHOUT ever publishing all the aforesaid stuff on the web???

If this something that can be done, wouldn't it be possible to have all the "website" content saved in a file directory along with the .HTML file and burn it to a disc?

Because if so.... I could just make copies of the disc and give it to all my family members :D
