How to Web Design Prototyping & making into Fully Functional Website

Thank you for your help,

I am an experienced programmer but I would like to learn a tool of your recommendation that would allow me to build quick and good looking prototypes of my websites so that I can get the clients approval before I start coding.

Finally if the tool could assist in turning the prototype into html/css this would help me out greatly as I begin to do the backend programming with PHP etc

You can upload wireframes and then mockups. Clients can paste comments on them. You can place hotspots on them and link to other mockups and have a prototype.

It won't assist in developing the HTML and CSS, though. I stand to be corrected by others but I don't think there is any visual tool that can be used to generate decent html and css.

Though not by me. :)

The best 'tool' is a very good understanding of HTML and the 'mechanics' of CSS. Just about every 'slicing tool' I have looked at or test driven has used positioning to excess, or is stuck in the last century with tables and transparent "spacing gifs"

Artisteer creates style rules that NOBODY in their right mind would want to try and maintain a few months later.
