How Is This Guy Doing This

Hey guys Im looking for anyone who can tell me how this is done. I cant figure it out, I would really appreciate some help or someone who can point me in the right direction.

Site is www.snapwater.com

The information on the right of the page is updated every time it changes on NOAA.com and the page is refreshed. I thought it may be an RSS feed but it dosnt appear so. Im stumped.

Any help would be appreciated.

I looked at it but I either am missing something or am too inexperienced to know what I am looking for.

I see where the text lies in the souce code, I just dont understand how its continously updated. It was my understanding from what I read that you would need to call some type of function, and Im not seeing that there.

Like I said Im either missing something or am too inexperienced. Either way thank you for taking a look.
