What language are you using?
To make those info boxes appear when the mouse rolls over the symbol/icon, the site is using javascript. They are toggling the the display/visibility property of a div.
When the mouse is inside the trigger area, show the info.
When the mouse is outside the trigger area, hide info.
When the mouse is inside the trigger area, show the info.
When the mouse is outside the trigger area, hide info.
