Help: Stuck!

Long story short. I am designing a website, very successfully if I do say so myself, until I got to this point, and I need some assistance. However, due to my non-disclosure agreement, I need to be as vague as possible about their products and their company details.

I am working with a company that needs a simpler interface for what they are already doing manually. I am designing a website for them which basically is a third party system, allowing clients to log in on one end and post orders. On the other end, employees of the company sign in using unique usernames (so there cannot be one individual "admin" login for company employees) and fill the orders. Basically I am looking to create a restricted page, back door and front door shopping cart integration interface. It also needs to keep track of order history for clients, and production history for employees.

This is where I am lost. Creating this actual interface is boggling my mind. I am not quite this experienced.

Actually, I am looking to create something exactly like what www.writeraccess.com, www.thecontentauthority.com and www.textbroker.com have created for freelance writers, with the only difference being that it is not for the same industry. Basically, if anyone can assist me in duplicating what those three sites have done with their interface, I would be 80% through the remainder of the battle.

Yes, I am familiar with PHP and MYSQL. I use them frequently as related to blogging (i.e. Wordpress), Forum design (i.e. phpBB and Simple Machines) and operation, etc. I am just not familiar with a way to use them to create this interface. However, I would say that I am a novice or intermediate user when it comes to creating PHP or MYSQL operations that are not guided by a third party software like the aforementioned systems, but I learn quickly. Everything I've learned about website development has been self-taught, except for a few basics I learned my freshman year of high school. I had a hunch that a MYSQL database option was my best bet, but please continue.

Also, there may not be a shopping cart in any of these websites by nature, but they do have a shopping cart style interface for logged in users. Clients log in and post writing jobs, and they also have PayPal integration and real time updated order history. On the other side of the system, writers log in, view the posted writing jobs in real time, exclusively claim the job, complete it, and it removed from the system. They also have real time updated productivity history, as well as detailed payout information and history, etc. Basically, I need all that.

Also, yes, Writer Access is a nice website. It is well designed and operated, and is part of a much larger system. I use their main site, IdeaLaunch quite a lot for content management ideas and SEO assistance.
