I would go to Amazon.com - find some good books on xHTML / CSS if you want to learn about web design.
Then buy some photoshop WOW books and learn how to do the most recent tricks. Use Lynda.com once you feel you are up to speed on everything else.

I wasted a good chunk of money on a semester of The Art Institute Online which was a 100% waste of time and money - not to mention, I got very little out of it. Other than that- if you know how to do web design, you'll end up showing what you know to your classmates and they are NOT paying you to teach.

Web design classes are ok for a VERY select few people but for the most part, if you have good self discipline, you're better off just buying the books and learning from people who already make a living doing web design...
