there is no debate, just old hacks who cant move on!
it a non event because if it was a debate, well, the tables side would be completely smashed to pieces.

BTW your site doesnt look too bad but a few things.
1. move your styles from the head to an external sheet.
2. make your navigation in an ordered list
3. utilise semantic markup h1-h6 not just a lot of h2's
(h1 is the most important of them all for SEO)
4. make your background

Thank you so much for your advice. I did the FIXED BG and it does look a lot better. Originally I just faded the flag out in Photoshop and then added a black background CSS so when you did scroll it worked but Fixing made it look a lot better!

I was using the H2 as a header size more than fully realizing what it really stands for, which is level of Importance.

Whats the pros for utilizing the UL? Is it just cleaner??

I think my div's are a mess from page to page to actually put them into an external Style sheet. I will have to do it on my next site.

but again thank you for your advice as its always welcomed!!

an unordered list IS a lot cleaner, easier to manage/edit and for screen readers/accessibilty it still gives a "menu"

it doesnt really matter how messy your divs are, just move all they styles into an external sheet. once you get into the habit it becomes second nature.
it helps with load time too.

I visited your site,and It does look simple and I bet you did fix the BG thing. It does help noting down the ideas,worth it! ;)
