depends on what you are trying to accomplish.. How much fluid movement do you need? You can create .gif files with Flash, but it won't let you use movieclips that are on the first frame of the timeline. You literally have to have all the motion and tweens done on the main timeline, as it won't bother looking into the timelines of the movieclips themselves.
