drop-down menu - beginner question

I have limited knowledge of web site design and I'm trying to update a web site I created a while back using simple html. The only software I have available is FrontPage 2003 (which I don't know how to use very well and which I understand is somewhat obsolete).

I've been struggling to add a horizontal menu bar with a drop down menu. Could you please tell me if there is an easy way to do this without buying expensive software? and to have the menu bar so that it is centered on the webpage and not left justified?

I downloaded files for a horizontal drop-down menu (from http://www.sitepoint.com/the-right-way-to-make-a-dropdown-menu/), and this works just fine. However, I am not able to center the menu bar on my web page (my web pages are all centered). (also the menu bar didn't automatically appear in the correct vertical position -I had to drag it in FrontPage to get it to appear in the right place on the page). Is there an easy way to fix this without making all my web pages left justified? or another easy way to add a drop down menu??

any help is appreciated!

ditch frontpage, it'll do you no favours to use it.

notepad++ is free, download that.
