Drag-and-drop functionality question

I have a programmer building a website for me overseas. I was wondering if there is a program that lets me download his php files and just edit the UI like color and text placement.

Not thinking that's what they were getting at. Unless I read it wrong, they're looking for something like Wix, but that can edit the look of a PHP-generated site.

Yeess, I was being somewhat facetious.

And it's really not difficult to provide a text editor on a site for files, and if you have control panel access, cPanel, Plesk, Webmin, OpenPanel etc. etc. have text file editors built in.
