Designing an arch

My logo is oval and I want to have balloons circling above my logo with rollovers links in each balloon. I have not been able to figure a way to have the balloons arch above the logo. I have designed in Photoshop and know how I want it to look and I am using Dreamweaver 8. I am not a novice, nor am I an expert. Somewhere in the middle.

I have the balloon art ready for rollovers, placing them is the problem. Help!

You could have each balloon as a link with the background image set to the balloon. The set the link hover to be the second image. You could probably us relative positioning to put the links in the right spot.

Have you tried img hotspots? - Unless you're going to do this in Flash, that'd be the easiest way...
