Really nice design.. simple and very portal-like so people will already be familiar with the layout.
Here are a few things I noticed.. please don't take it harshly.. all easy fixes.
- need to have a repeat-x background for really large screens (like mine)
- 3rd level nav links are almost unreadable
- adjust the matte color for the curves in your design, and the arrows in the dd menu
- font styles/sizes are not consistent throughout the different sections. renewable-energy for example is really big
- search box seems out of place.. maybe align it with the date, or the main nav?
- should add cursor:hand for the homepage images for user-friendliness

Looks good, I thought it loaded kinda slow but I noticed cms systems like drupal tend to do that (if thats what u used)

A few quick things: the color for the current page's link is too light. It's nearly unreadable.
The store widgets look a little out of place, probably because of the way they're styled.
Are you using images for the rounded corners? If so, they need some anti-aliasing.
You need a favicon.

I think the first thing you really need to work on is to improve the speed of the website. It took too long to load, especially the slideshow.
Displaying the date at the top I don't think you need it, reminds me of how the eblogger blogs are setup, that hard blue is distracting.
At first glance I'm not sure what this site was about, it look like one of those parked domains thats filled with ads. I don't like the background it makes the website look really unprofessional because of the bad quality of the image. I think that since your using such bright colors a white background would be better. I'm a fan of the light blue color concept ,but it doesn't look too appealing on this website. The rounded borders looks too messy , I can see the gagged lines, it doesn't look like your using CSS border radius for it. Overall the design needs more work

actually, make that 2.
it does load slow
too many images, when you can use css.
particularly those rounded corners - very pixelated
A sure sign you are too div happy when you find this

agreed the design needs some work, but essentially minor tweaks. I've seen plenty worse!...

Just to touch on some things not mentioned. Title tags can and should be more creative than just "Home" or "wind". Also seems to be some jumping around of font style/sizes from page to page. A more consistent look comes off more professional.
