Could this have been done better with PHP?

I don't even know what the javascript files go to and there is bad html code as well as a weakly designed background. She is one of my friends daughter and I would like to see if her site is good or not. Thanks.

Yeah, that is what I believe. Why is the web builder using tables still? Vista print or whatever
