Blocking old website from search results

I just started designing a new WordPress site for my employer. The current website is http://cvrl.net (it's hideous, that's why I'm building a new one). Previously, my employer had another website with a different url http://centralvirginiaregionallibrary.com. That domain has now been purchased by lord knows who and is covered with links to porn sites. When people search for us in Google they often find the old site.

I contacted the web designer for the old site but he can't do anything since the domain has been purchased. I reamed him out for being a moron and not deleting all our content but of course that won't fix the problem.

What are my options for fixing this? Do I just need to improve the SEO of the new site or is there some way to get rid of the old site?

You could have redirected the old URLs to the equivalent new URLs but without owning the domain name there is nothing you can do at all.

And you don't "improve" SEO, you either get it right or not.
