Help!

I've been asked to create a website for a photographer who wants a gallery of thumbnails that open into larger images, but with no pop-ups.

She wants to manage the uploading of photos herself (CMS).

I've only done very basic sites with html/css/php.

My questions:
1. What script/system would be best for a gallery without popups (or just one popup that rotates)?
2. What CMS would be easiest for uploading photos?

I like Joomla (but I know that there are lots of people who would flame me for that).

You most likely want an effect called 'light box' wherein the larger image loads as a overlayed div with the background greyed out. An example of that can be found here:
