Background issues

I am trying to create a website that uses an image for a background. I am using dreamweaver cs5.

here are my issues:
1) I want the background to fill the browser and shirnk and expand with it. Is that possible?

2) I need to use that image and use different sections to use as links, so I started with a blank page, added the background image, fixed it in place, but now I am having trouble putting the link buttons where I need to.

any video tutorials will help, I tried looking on youtube but there is so much about the same things I waste a lot of time going through each video hoping it is what I need.

The person does not want to use Flash on his site, so I am tying to figure it out without using flash

I can't help you with dreamweaver, but you can adjust the background size in the CSS code with this:

You can set the width and height to 100%. However this will distort the aspect ratio of your background image (either be fat or tall). To get the right aspect ratio you will probably need to use javascript which can determine the user's window size, and do a bit of mathematics:
