£14 a month for Photoshop Creative Cloud is the best option if you can find the cash! A friend of mine uses pixelmator.com for Mac and is in love with it! Its just implemented layers which got him jumping up and down in excitement the other day! Hope this helps.

Thumbs up to @chrishirst on this one. Which ever one you're comfortable with. I would lean towards the Wordpress camp but thats just because thats what I use.
