Any of these 2 platforms can do what you want, but because wordpress is more easy to handle and more search engine frinedly and user friendly, I recommend to use Wordpress.
The thing is that you need to have some good knowledge about programming/coding to make these things functionally.

This is how you want to be. From my point of view, No, is not professional to have partner links on every page of your site. I recommend to have the partner links ...somewhere on the first page, at the bottom, or to make a special page on the menu, called Partners..simple and professional.
An often mistake that clients make is to think that after the website is finished, completed, he must have visitors and eventually to make money from it. They doesn't see the part that web design is completely different from promoting their website.
To increase your page rank try to find some trusted websites or blogs with pr to link to your blog.
You can also adopt some different strategies, not so good to recommend them but you can comments on blogs with dofollow, on pages with pr.
Anyway...the idea is to obtain some links from pages...
But you still have chances to find good web design companies in India too...and it is more cheaper. Some good US web design companies outsource their clients need on web design because they don't have time to do all the projects.
From this list I often use Lynda...but there are a lot of websites that I didn't even now about them.
