That's a large image and looks like full of keyword you stuff on the content.. make more appealing design and interesting content.. What are those images? Better if you make them separated and put information about them..

Depends on your skill, for newbies to learn fast, start with building first the site then study how to implement CSS... kinda long time to work but worth for experience.

I think it would be better if you add some more services like making some social networking page page like Facebook, Twitter, etc for him too.. can't actually give you an idea how much but adding those service would give you more confident on the price on your mind.
