About building this simple site

Not sure if I have the correct forum, but here goes ...

This site was built on WordPress 3.5. I would like to have s similar (and even simpler) site built:

- jpeg header across the top

- nav on one side along with a thumbnail link to Amazon

- text in the main area below the header

My question: Does anyone know if this site was built using WordPress's free themes, plugins, etc.? Or did it require buying extra stuff?

I've hired a web designer who apparently can't figure out how it's done. I'm close to dropping her and seeking help elsewhere.

yes its wordpress.
and it looks like a custom theme.

it is an incredibly simply blog layout.
if your "web designer" cant figure it out then yes you should get someone else, that layout and design shouldn't take much more than 1/2 a day

Thank you. Finding someone is the hard part, harder than I ever imagined. If you can recommend anyone, I'd appreciate it.

Here is a mockup I made in Photoshop that describes the few pages I'll need and how I want them to function. (I built the header image and can size that to fit a design. The cover thumbnail will link to Amazon; no e-commerce from the site.)

you can find some semilar free wordpress themes on http://www.template4all.com/wordpress/ or http://www.web2feel.com and on your exemple it's easy to make using any wordpress theme sure with some quick customization
