Fax setup - Not Electronic

Good morning,
The work I do requires that I send faxes by phone, not through the internet. This is supposed to be because this way is considered more secure.
Would anyone know the best set up for this? I.E. provider, fax setup. I used Vonage before, but its been terribly inconsistent.
